SERCAP's Housing Department Assists Low-Income Elderly Woman in Buckingham County, Virginia!
Recently, SERCAP’s Housing Department assisted a low-income elderly woman living in Buckingham County, VA, to complete a substantial reconstruction of her home. The client had been living in a trailer with no indoor plumbing, no well, and no septic system, since 1982. She was referred to SERCAP for assistance with her indoor plumbing situation, by a fellow Buckingham County resident and former
SERCAP client. During the initial HQS (Housing Quality Standards) inspection, SERCAP’s Housing Rehabilitation Specialist found severe damage to her home’s structure, and determined that the trailer was no longer a safe place to live.
Fortunately, due to the client’s low-income status and the poor condition of her home, SERCAP was able to qualify her for a substantial reconstruction (a complete re-build) of her home through the Indoor Plumbing & Rehabilitation (IPR) Program, funded by the Virginia Department of Housing & Community Development (DHCD). The construction was awarded to Michael Yoder Construction for $112,000.00, and the work was recently completed. The client now has an affordable home that is warm, safe, and dry, and has fully functioning complete indoor plumbing facilities.
Without SERCAP’s Housing Programs, and other similar services, many low-to-moderate income (LMI) individuals and communities would be forced to go without such necessities as safe and affordable housing, indoor plumbing, reliable access to clean drinking water, water/wastewater infrastructure solutions, other community development and infrastructure needs, and more. It is important to remember that even in the US in the 21st Century; there are those who do not have reliable access to clean, safe drinking water, environmentally sound septic facilities, and affordable housing. *SERCAP’s Housing Program is primarily made possible through the Virginia Department of Housing & Community Development’s (DHCD) Indoor Plumbing & Rehabilitation (IPR) Program, Program Income Funds from the IPR Program, and through County Funds (Budget Appropriations) from counties across the Commonwealth of Virginia. Additionally, all SERCAP’s programs in Virginia are leveraged by a Budget Appropriation from the Virginia General Assembly, which is administered by DHCD.
