Currently, SERCAPs Certified CDFI (Community Development Financial Institution) Loan Fund is assisting a low-income couple living in Westmoreland County, VA, to address critical weatherization issues in their home. Over the past two years their home has fallen into disrepair, exposing them to the elements and putting both their physical and environmental health at risk. They have struggled with a leaky roof and improperly sealed windows and doors. However, due to their low-income status they have been unable to afford the cost of the needed repairs themselves, without causing serious financial hardship.

Fortunately, they reached out to SERCAP for assistance, and the agency’s certified CDFI Loan Fund was able to approve the Couple for a $15,000.00 Home Improvement Loan to cover the costs of the critical repairs. Construction for the project was awarded to BACAP, LLC and Lee’s Handyman Services. Once the project is complete, the Loan Fund will work with the clients to set-up an affordable monthly payment, further reducing the potential for financial hardship. Also, upon completion of the project, the clients will once again have an affordable home that is warm, safe, and dry.

Without SERCAP’s full slate of Programs and Services, many low-to-moderate income (LMI) individuals/families and rural communities would be forced to go without such necessities as environmentally sound wastewater disposal, reliable access to clean drinking water, indoor plumbing, safe and affordable housing, community development and infrastructure needs, water and wastewater infrastructure solutions, and more. It is important to remember that even in the US in the 21st Century; there are those who do not have reliable access to clean, safe drinking water, environmentally sound septic facilities, and affordable housing.
