SERCAP's Housing Department Assists LMI Household of Two (2) as Part of Stanardsville CDBG Project in Greene County, VA!

In June of 2017, SERCAP’s Housing Department was awarded the Rehabilitation Specialist Services Contract for the Stanardsville Downtown Revitalization Project, a CDBG (Community Development Block Grant) Construction Improvement Grant (CIG) project in Greene County, VA. Over the past 30 months, SERCAP’s Housing Team has diligently worked with the community to oversee the rehabilitation of the designated properties selected for the project. Once the project is complete, SERCAP will have provided housing rehabilitation assistance to 10 downtown apartment units in the Town of Stanardsville. The project will bring the selected apartment units up to the Virginia Department of Housing & Community Development’s (DHCD) Housing Quality Standards (HQS), improve the beneficiaries’ living conditions, and remove blight from the community.

Most recently, SERCAP’s Housing Department completed the rehabilitation of a sub-standard apartment unit in a four (4) unit apartment building, as part of the project. The apartment is shared by two low-to-moderate income (LMI) individuals, one of whom is disabled. SERCAP worked with the contractor, Coles Construction, to complete several repairs and upgrades to the unit for a total project cost of $24,800. The repairs and upgrades to the unit, included: installing a new HVAC system, upgrading the electrical panel, rehabilitating the entire bathroom, and adding American Disability Act (ADA) accessibility features. Now the LMI tenants have an affordable rental home that is warm, safe, dry, and ADA accessible. 

Without SERCAP’s Housing Rehabilitation Program, and other similar services, many low-income individuals and communities would be forced to go without such necessities as safe and affordable housing, indoor plumbing, reliable access to clean drinking water, water/wastewater infrastructure solutions, other community development and infrastructure needs, and more. It is important to remember that even in the US in the 21st Century; there are those who do not have reliable access to clean, safe drinking water, environmentally sound septic facilities, and affordable housing. *SERCAP’s Housing Program is primarily made possible through the Virginia Department of Housing & Community Development’s (DHCD) Indoor Plumbing & Rehabilitation (IPR) Program, Program Income Funds from the IPR Program, and through County Funds (Budget Appropriations) from counties across the Commonwealth of Virginia. SERCAP’s Community Development Block Grant (CDBG) Projects are contracts awarded by localities that have received CDBG Awards from DHCD. Additionally, all SERCAP’s programs in Virginia are leveraged by a Budget Appropriation from the Virginia General Assembly, which is administered by DHCD.
