SERCAP has funds through the Virginia Department of Heath (VDH) to assist Virginia homeowners with well and septic needs through the SWAP (Septic & Well Assistance Program) grant. These funds are available to assist homeowners at or below 200% of the federal poverty guidelines and living in one of SERCAP’s designated health districts with eligible well and/or septic projects.
According to VDH, eligible uses of the funds:
Will assist property owners to repair failing septic systems, replace straight pipes, and replace privies. Replacement can include connection to public sewer. The program will also assist property owners in replacing inadequate private wells and properly abandoning unused wells. Inadequate private wells will be considered any of the following:
1) Replacement of a Dry Well
2) Replacement of a Well that is documented to have an exceedance of a maximum contaminant level or other health standards
3) Replacement of Bored Wells
4) Replacement of Well installed prior to any regulatory requirements

SERCAP has funding in the following health districts - Eastern Shore, Central Shenandoah, Lord Fairfax, Rappahannock/Rapidan, Alleghany, Cumberland Plateau, Lenowisco, and Mount Rogers.
