Recently, SERCAPs Certified CDFI (Community Development Financial Institution) Loan Fund assisted a Low-income Couple living in Halifax County, VA, to have a new Individual Household Well installed at their home. Over the last several months, the Couple had been struggling with decreasing water pressure, as their existing well was beginning to run-dry, and poor water quality. However, due to their low-income status, the Couple could not afford the cost of repairing or replacing their well, without experiencing significant financial hardship.

Fortunately, the Couple was referred to SERCAP for assistance. Following an initial assessment, it was determined that the well could not just be repaired, but needed to be replaced. SERCAP’s Loan Fund approved the Couple for an $8,675.00 Individual Household Well Loan to cover the cost of the project. A local well-driller, Bennett Well Drilling, was granted the contract for the project, and has completed the drilling and installation work. The Couple once again has a reliable source of clean, safe drinking and potable water, at their home.

Without SERCAP’s full slate of Programs and Services, both low-to-moderate income (LMI) individuals and rural communities would be forced to go without such necessities as clean drinking water, up-to-date water/wastewater infrastructure solutions, reliable access to safe and affordable housing, indoor plumbing, community development and infrastructure needs, and more. It is important to remember that even in the US in the 21st Century; there are those who do not have reliable access to clean, safe drinking water, environmentally sound septic facilities, and affordable housing.
