Currently, SERCAP’s Essential & Critical Needs Program is assisting a low-income senior woman living in Russell County, VA, to have a water meter and public service-line installed at her home in order to connect her to public water. SERCAP’s Essential & Critical Needs Program provides eligible low-to-moderate income (LMI) homeowners with small grants to address critical water and wastewater needs. The client lives in her home alone, and has been using bottled water as her only source of water for a very long time. As it turns out however, her house could be connected to the local public water source, but due to her low-income status she was unable to afford the cost of installing the meter and service-lines without causing serious financial hardship.

Fortunately, she applied to SERCAP for assistance, and the agency was able to step-in and provide financial assistance to cover the full cost of the meter and service-line installation on her property. The Essential & Critical Needs Program provided a grant in the amount of $3,000.00 to cover cost of the project, and once the meter and service-line installation is complete the client will finally have reliable access to clean, safe drinking water and fully functioning water facilities at her home.

Without SERCAP’s Essential & Critical Needs Program, and other similar services, many low-to-moderate income (LMI) individuals and communities would be forced to go without such necessities as reliable access to clean drinking water, fully functioning indoor plumbing, safe and affordable housing, water/wastewater infrastructure solutions, other community development and infrastructure needs, and more. It is important to remember that even in the US in the 21st Century; there are those who do not have reliable access to clean, safe drinking water, environmentally sound septic facilities, and affordable housing. In order to help SERCAP continue to provide assistance to both the individuals and communities in need, please consider making a donation to SERCAP’s Water Life! Fund!
