SERCAP’s Essential & Critical Needs Program Teams Up with Loan Fund to Assist Low-Income Family of Five (5) in Caroline County, VA!

Recently, SERCAP’s Essential & Critical Needs Program and certified CDFI (Community Development Financial Institution) Loan Fund Department teamed up to assist a low-income, family of five (5) in Caroline County, VA, with the installation of a new Septic System. The clients recently began experiencing difficulty with their old septic system and learned that an entirely new system needed to be installed. However, due to their low-income status, the cost of replacing the Septic System on their own would have caused significant financial hardship.

The clients were referred to SERCAP by the local Health Department, and fortunately, SERCAP was able to step-in and provide financial assistance in the form of a Grant/Loan combination. SERCAP’s Essential & Critical Needs Program approved a Grant of $1,500.00 to assist the family with the installation of their new septic system, and the Loan Fund Department was able to provide a low-interest loan for the remaining $6,500.00 needed to complete the project. Now the clients have a fully functioning and environmentally sound septic system, along with an affordable monthly loan re-payment that will not cause them financial stress.

Without SERCAP’s Essential & Critical Needs and Loan Fund Programs, and other similar services, many low-income individuals and communities would be forced to go without such necessities as reliable access to clean drinking water, indoor plumbing, safe and affordable housing, community development and infrastructure needs, water/wastewater infrastructure solutions, and more. It is important to remember that even in the US in the 21st Century; there are those who do not have reliable access to clean, safe drinking water, environmentally sound septic facilities, and affordable housing. *Funding for SERCAP’s Essential & Critical Needs Program is made possible through a Budget Appropriation from the Virginia General Assembly, which is administered by the Virginia Department of Housing & Community Development (DHCD). Funding for SERCAP’s Loan Fund Department is made possible by USDA Rural Development, and the agency’s own revolving loan funds. Additionally, all of SERCAP’s programs in Virginia, are leveraged by the Budget Appropriation from the Virginia General Assembly, administered by DHCD.
