Currently, SERCAP’s Facilities Development Grant Program is working with the Community of Clover in Halifax County, VA to acquire and install two new propane fueled and permanently located generators. The generators will provide emergency and uninterrupted electrical power to the drinking water well supply system and water storage tank site, and will power all operations for a 60,000 gallons-per-day biological wastewater treatment plant that serves the community. The elevated Water Storage Tank in Clover, which provides drinking water and fire suppression capacity and maintains system pressure for the community, is also the site for the County’s Fire and Rescue emergency radio, siren system, and communications system. The site includes a local broadband service that supports communications for the supervision and data management of the community’s Water and Wastewater Facilities.
During Tropical Storms Florence and Michael, all water supply capabilities and the emergency communications system failed due to the lack of a redundant and emergency electrical power source. The Halifax County Service Authority (HCSA) instigated the acquisition and installation of the two new generators in order to ensure that similar system failures do not occur again in the future. The estimated cost to complete the project is $50,000.00, and the HCSA has requested funding from SERCAP through the Facilities Development Grant Program to assist with the completion of the project. SERCAP has awarded the HCSA a $30,000.00 Facilities Development Grant, which will enable the HCSA to maintain affordable utility rates for the predominately low-income residents of the community.
Without SERCAP’s Facilities Development Grant Program, and other similar services, many low-income individuals and communities would be forced to go without such necessities as water/wastewater infrastructure solutions, reliable access to clean drinking water, safe and affordable housing, indoor plumbing, other community development and infrastructure needs, and more. It is important to remember that even in the US in the 21st Century; there are those who do not have reliable access to clean, safe drinking water, environmentally sound septic facilities, and affordable housing.
