SERCAP's Facilities Development Grant Program Assists Town of Newsoms in Southampton County, Virginia!

SERCAP Provides Financial Assistance to Water and Wastewater Facilities throughout Virginia

Currently, SERCAP’s Facilities Development Grant Program is working with the Town of Newsoms in Southampton County, VA, to assist the Town with a critical Storm-Water Drainage Project in a residential neighborhood consisting of 17 households. Eighty percent of one of the Town’s Fall Ditch Culvert Pipes has collapsed, blocking water flow and causing storm-water back-up into the neighborhood. 

The only solution to the problem is to replace the Culvert Pipe. The Virginia Department of Transportation (VDOT) has agreed to remove the old, damaged pipe and install the new pipe, at no cost to the Town or the County, if the Town can provide the replacement pipe. The Town reached out to SERCAP for assistance in acquiring the pipe, and SERCAP has awarded the Town a $1,500.00 Facilities Development Grant to purchase the 100 ft. of 15’ Double Wall Plastic Pipe needed for the project. Once completed, the project will improve Storm-Water Drainage for the 17 residential households in proximity to the Fall Ditch.

Without SERCAP’s Facilities Development Grant Program, and other similar services, many low-income individuals and communities would be forced to go without such necessities as water/wastewater infrastructure solutions, reliable access to clean drinking water, safe and affordable housing, indoor plumbing, other community development and infrastructure needs, and more. It is important to remember that even in the US in the 21st Century; there are those who do not have reliable access to clean, safe drinking water, environmentally sound septic facilities, and affordable housing. *Funding for SERCAP’s Regional Department is made possible by the Department of Health & Human Services (HHS) Office of Community Services’ (OCS) Grant, USDA RD’s Technitrain Program, the Drinking Water Compliance Grant through the EPA, and the EPA Private Well Grant. SERCAP’s Facilities Development Grant Program is made possible by a Budget Appropriation from the Virginia General Assembly, which is administered by the Virginia Department of Housing & Community Development (DHCD). Additionally, all of SERCAP’s programs in Virginia, are leveraged by the Budget Appropriation from the Virginia General Assembly, administered by DHCD.
