SERCAP's Facilities Development Grant Program Assists Town of Newsoms in Southampton County, Virginia!

Recently, SERCAP awarded a small Facilities Development Grant to the Town of Newsoms in Southampton County, VA, to assist with storm water drainage. In the past, the Town has experienced challenges with storm water drainage, and earlier this year, discovered that a 100 ft. section of a 15” fall ditch culvert pipe had collapsed. The collapsed pipe heightens the Town’s storm water drainage challenges and directly impacts 17 households located along the fall ditch.

Since the piping and the ditch run along a Virginia Department of Transportation (VDOT) right-of-way, VDOT has agreed to remove the old pipe, repair the ditch, and install new culvert piping, if the Town covers the cost of the new pipe, itself. To prevent this unplanned expense from causing the Town financial hardship, the Town applied to SERCAP for a small Facilities Development Grant to help complete the project. SERCAP was happy to award the Town this modest grant of $1,500.00 for the new pipe, and the project should be completed by mid-April. 

Without SERCAP’s Facilities Development Grant Program, and other similar services, many low-income individuals and communities would be forced to go without such necessities as water/wastewater infrastructure solutions, reliable access to clean drinking water, safe and affordable housing, indoor plumbing, other community development and infrastructure needs, and more. It is important to remember that even in the US in the 21st Century; there are those who do not have reliable access to clean, safe drinking water, environmentally sound septic facilities, and affordable housing. SERCAP’s Facilities Development Grant Program is made possible by a Budget Appropriation from the Virginia General Assembly, which is administered by the Virginia Department of Housing & Community Development (DHCD). Additionally, all of SERCAP’s programs in Virginia, are leveraged by the Budget Appropriation from the Virginia General Assembly, administered by DHCD.
