SERCAP's Facilities Development Program Assists Pamplin City in Appomattox County, VA

Currently, SERCAP’s Facilities Development Program is assisting Pamplin City, a Town in Appomattox County, VA, with the replacement of several aging utility meters. The Town’s Water System consists of 118 water connections that serve approximately 245 residents. The existing utility meters were outdated, which lead to unreliable utility readings, unreliable water usage monitoring, and inaccurate billing. The utility meters desperately needed to be replaced to meet state regulations and ensure accurate monitoring. However, due to the Town’s limited budget, they needed assistance to cover the cost of the project, and reduce potential financial stress. 

Fortunately, the Town was referred to SERCAP, and the agency was able to step-in and provide Financial Assistance for the project. SERCAP’s Facilities Development Program provided a grant of $85,000.00, supporting 38% of the total $222,766.48 project cost. SERCAP’s support is allowing the Town to replace the aging utility meters, ensuring compliance with State Regulations, and improving the reliability of future utility readings. The new meter installations are currently underway and are expected to be complete by the end of the Summer.

Without SERCAP’s full slate of Programs and Services, rural communities and low-to-moderate income (LMI) individuals would be forced to go without such necessities as up-to-date water/wastewater infrastructure solutions, clean drinking water, reliable access to safe and affordable housing, indoor plumbing, community development and infrastructure needs, and more. It is important to remember that even in the US in the 21st Century; there are those who do not have reliable access to clean, safe drinking water, environmentally sound septic facilities, and affordable housing.
