SERCAP's Housing Department Assists Low-Income Family of Three in Caroline County, Virginia!

SERCAP Introduces Septic System Maintenance Education and Pump-out Program

Recently, SERCAP’s Housing Department assisted a low-income family of three (3) in Caroline County, VA, by replacing their failing septic system. The clients have lived in the home for over 30 years, and recently began experiencing difficulty with their septic system. They needed to have both a new alternative septic system and an updated electrical box installed, in order for the system to run properly. However, due to the clients’ low-income status, they were unable to afford the cost of the new system on their own.

Fortunately, SERCAP had Program Income Funds, through the Indoor Plumbing & Rehabilitation (IPR) program, available in Caroline County, and were able to provide Financial Assistance to the family for the project. The total project cost $30,000.00, and the construction was awarded to two subcontractors: 1) Drain-field Solutions, and 2) H&H Electric, Inc. The work was recently completed, and now the clients once again have a properly functioning septic system at their home.

Without SERCAP’s Housing Programs, and other similar services, many low-to-moderate income (LMI) individuals and communities would be forced to go without such necessities as safe and affordable housing, indoor plumbing, reliable access to clean drinking water, water/wastewater infrastructure solutions, other community development and infrastructure needs, and more. It is important to remember that even in the US in the 21st Century; there are those who do not have reliable access to clean, safe drinking water, environmentally sound septic facilities, and affordable housing. *SERCAP’s Housing Program is primarily made possible through the Virginia Department of Housing & Community Development’s (DHCD) Indoor Plumbing & Rehabilitation (IPR) Program, Program Income Funds from the IPR Program, and through County Funds (Budget Appropriations) from counties across the Commonwealth of Virginia. SERCAP’s Community Development Block Grant (CDBG) Projects are contracts awarded by localities that have received CDBG Awards from DHCD. Additionally, all SERCAP’s programs in Virginia are leveraged by a Budget Appropriation from the Virginia General Assembly, which is administered by DHCD.
