Recently, SERCAP’s Housing Department assisted a low-income senior woman living in Caroline County, VA, to have the roof replaced at her home. The client had been living in her home for 20 years, when she began experiencing difficulties with her roof. However, due to her low-income status, she was unable to afford the cost of either repairing or replacing the roof on her own, without causing significant financial hardship.
Fortunately, she was referred to SERCAP by a civil servant with Caroline County, and the agency’s Housing Department was able to qualify her for financial assistance through currently available Program Income Funds, a part of the Indoor Plumbing & Rehabilitation Flex (IPR-Flex) Program. The project was awarded to Robinson’s Roofing & Repair for the full $7,975.00 project cost, and included: removing the old roofing, replacing the roof and installing new shingles, installing caps over the ridge vent, installing an ice and water shield, installing new gutters, and more. Now that the project is complete, the client once again has an affordable home that is warm, safe, and dry.
Without SERCAP’s full slate of Programs and Services, low-to-moderate income (LMI) individuals/families and rural communities would be forced to go without such necessities as reliable access to clean drinking water, indoor plumbing, safe and affordable housing, community development and infrastructure needs, water/wastewater infrastructure solutions, and more. It is important to remember that even in the US in the 21st Century; there are those who do not have reliable access to clean, safe drinking water, environmentally sound septic facilities, and affordable housing.
