Recently, SERCAP’s Housing Team assisted a Low-to-Moderate Income (LMI), elderly homeowner living in the Town of Halifax, VA, to complete several critical repairs to their home, via the Town of Halifax Community Development Block Grant (CDBG) Project. The Town of Halifax was awarded CDBG Funding from the Virginia Department of Housing & Community Development (DHCD), and has partnered with Southside Planning District Commission (PDC) as the Grant Manager and SERCAP’s Housing Team as the Housing Rehabilitation Specialist, to complete the project.
The house in question was built in 1977, and following the Housing Team’s Housing Rehabilitation Standard (HRS) inspection, SERCAP determined that the project would move forward as a Housing Rehab. The project was awarded to a local contractor, Harvey's Enterprise, for the full $87,500.00 project cost.
The complete rehabilitation of this home, included: foundation repairs, siding repair, installation of additional insulation, porch and deck repair, replacement of 13 windows, plumbing repairs, electrical repairs, installation of a new HVAC system, installation of ADA features in the bathroom, and several other repairs to the interior of the home. Now that the project is complete, the client once again has an affordable home that is warm, safe, dry, and more accessible.
Without SERCAP’s full slate of Programs and Services, low-to-moderate income (LMI) individuals and rural communities would be forced to go without such necessities as reliable access to safe and affordable housing, clean drinking water, indoor plumbing, community development and infrastructure needs, water/wastewater infrastructure solutions, and more. It is important to remember that even in the US in the 21st Century; there are those who do not have reliable access to clean, safe drinking water, environmentally sound septic facilities, and affordable housing.
