Help with Indoor Plumbing, Safe Water, and Septic Systems
SERCAP’s Indoor Plumbing & Rehabilitation Flex (IPR-Flex) Program helps eligible Virginia homeowners address missing or incomplete indoor plumbing, unsafe drinking water, and failing septic systems.
Our Housing Rehabilitation Specialists guide homeowners through the process and coordinate the work with funders and contractors. Funding is provided by the Virginia Department of Housing and Community Development.
Who Can Qualify?
To qualify, you must:
- Own and live in the home and have lived there for at least one year.
- Have a household income at or below 80% of the area median income.
- Provide documentation to verify your income and assets.
Your home must be an existing structure with at least one of these conditions:
- Missing or incomplete indoor plumbing
- No safe drinking water
- A failing septic system
How Does the Financial Assistance Work?
Assistance is provided through a forgivable loan with 0% interest. Loan terms range from 5 to 15 years, depending on the amount borrowed. Payments are deferred for the entire loan term.

Where Is Help Available?
SERCAP serves homeowners in the following Virginia counties:
Region 2: Alleghany, Bath, Bedford, Botetourt, Craig, Floyd, Franklin, Giles, Henry, Montgomery, Patrick, Pulaski, Roanoke, and Rockbridge.
Region 5: Albemarle, Augusta, Buckingham, Fluvanna, Greene, Highland, Louisa, Nelson, Page, Rockingham, and Shenandoah.
Limited funding may also be available for home rehabilitation in other Virginia counties. Contact SERCAP to ask about assistance where you live.
