SERCAP's Facilities Development Grant Program Assists the Town of Pamplin City in Appomattox and Prince Edward Counties, Virginia!

Affordable Water and Wastewater Facilities. For All.

Recently, SERCAP’s Facilities Development Grant Program assisted The Town of Pamplin City, a small incorporated community straddling both Appomattox and Prince Edward Counties, with funds for an improvement to their Wastewater Treatment Plant (WWTP). According to the most recent available data, 49.7% of Pamplin City’s 223 residents have an income below the poverty level, a remarkable 78.6% greater than the Commonwealth of Virginia’s 10.6% poverty level.

In May of this year, a Sewage Injector Pump at the Town’s relatively new (2012) Wastewater Treatment Plant (WWTP) failed, and needed to be either repaired or replaced. Unfortunately, the cost to repair the pump was over $5,600.00, and the cost to replace the pump was $16,000.00. Due to the Town’s low-income status, both options represented a severe hardship to the financially distressed community, which reached out to SERCAP with a request for emergency assistance. Fortunately, through the agency’s Facilities Development Grant Program, SERCAP was able to award the Town $16,000.00 for a new Sewage Injector Pump, the installation of which was completed at the end of August 2020.

Without SERCAP’s Facilities Development Grants, and other similar services, many communities and low-income individuals would be forced to go without such necessities as reliable access to potable water, indoor plumbing, community development and infrastructure needs, water/wastewater infrastructure solutions, and more. It is important to remember that even in the US in the 21st Century; there are those who do not have reliable access to clean, safe drinking water, environmentally sound septic facilities, and affordable housing. SERCAP’s Facilities Development Grant Program is made possible by a Budget Appropriation from the Virginia General Assembly, which is administered by the Virginia Department of Housing & Community Development (DHCD). Additionally, all of SERCAP’s programs and services in Virginia are leveraged by the Budget Appropriation from the Virginia General Assembly, which is administered by DHCD.
